AN ACT ESTABLISHING THE POSITION OF AN APPOINTED TOWN TREASURER-COLLECTOR IN THE TOWN OF SOMERSET

     Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same as follows:
     SECTION 1.  Notwithstanding section 1 of chapter 41 of the General Laws or any other general or special law to the contrary, there shall be an appointed treasurer-collector in the town of Somerset to be appointed by the board of selectmen for a term not to exceed 3 years and may be removed by the board of selectmen.  The treasurer-collector shall have all of the powers, perform all of the duties and be subject to all of the liabilities and penalties conferred or imposed by law on town treasurers and town collectors of taxes.  The board of selectmen may establish qualifications for the office of treasurer-collector as it deems necessary and appropriate.  A vacancy in the office shall be filled in like manner for the unexpired portion of the term.  The board of selectmen may establish an employment contract with the treasurer-collector for salary, fringe benefits and other terms and conditions of employment.
     SECTION 2.  Notwithstanding section 1, the incumbents in the offices of treasurer and collector on the effective date of this act shall continue to hold their respective offices and perform the duties thereof until a treasurer-collector is appointed pursuant to this act.
     SECTION 3.  This act shall take effect upon its passage.
