AN ACT MAKING APPROPRIATIONS FOR THE FISCAL YEAR 2019 TO PROVIDE FOR SUPPLEMENTING CERTAIN EXISTING APPROPRIATIONS AND FOR CERTAIN OTHER ACTIVITIES AND PROJECTS.

Whereas, The deferred operation of this act would tend to defeat its purposes, which are to make supplemental appropriations for fiscal year 2019 and to make certain changes in law, each of which is immediately necessary to carry out those appropriations or to accomplish other important public purposes, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience.

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

SECTION 1.  To provide for certain unanticipated obligations of the commonwealth, to provide for an alteration of purpose for current appropriations and to meet certain requirements of law, for fiscal year 2019 the sum set forth in section 2A is hereby appropriated from the General Fund unless specifically designated otherwise in this act, for the several purposes and subject to the conditions specified in this act and subject to the laws regulating the disbursement of public funds for the fiscal year ending June 30, 2019. This sum shall be in addition to any amounts previously appropriated and made available for the purposes of this item.

SECTION 2A. 

EXECUTIVE OFFICE FOR ADMINISTRATION AND FINANCE

1599-0010.. For the purposes of ensuring the continuity of clinical family planning services, education and counseling, physical exams, provision of contraceptive methods with an emphasis on services that reduce barriers to care, sexually-transmitted disease testing and treatment, HIV testing and reproductive cancer screening services provided through the federal Title X program that supports clinical family planning services with a focus on serving clients under 250 per cent of the federal poverty level; provided, that up to $800,000 may be made available to the department of public health; provided  further, that up to $428,500 may be made available to Action for Boston Community Development, Inc.; provided  further, that up to $375,750 may be made available to Health Imperatives, Inc.; provided further, that funds shall be used to ensure continuity of the current level of funding for eligible entities to address deficiencies in federal Title X funding; provided further, that the secretary shall issue a report on all expenditures made from this item on a quarterly basis beginning 1 month from the effective date of this act; and provided further, that, notwithstanding any general or special law to the contrary, in order to ensure that changes in federal policy and funding levels do not adversely affect the health of the commonwealth’s citizens or limit effective family planning, additional funds from this item remaining at the end of fiscal year 2019, may be expended through June 30, 2020............ $8,000,000
