AN ACT AMENDING THE CHARTER OF THE TOWN OF GRAFTON RELATIVE TO APPOINTMENTS BY THE SELECT BOARD AND THE TOWN ADMINISTRATOR AND THE REFERENCE TO THE TOWN’S WEBSITE
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. Section 3-2 of article 3 of the charter of the town of Grafton, which is on file in the office of the archivist of the commonwealth, as provided in section 12 of chapter 43B of the General Laws, is hereby amended by striking out subsection (d) and inserting in place thereof the following subsection:-
(d) APPOINTMENT - The select board shall appoint: (i) a town administrator; (ii) constables; (iii) members of the board of appeals; (iv) registrars of voters and other election officers; (v) members of the conservation commission; (vi) members of multiple-member bodies, the functions of which do not involve direct operating responsibilities, but are primarily policy-making or advisory in nature; (vii) individuals serving as representatives or delegates of the town to the governing or advisory boards of regional or district authorities; and (viii) local officers designated by by-law to be appointed by the elect board.
SECTION 2. Subsection (b) of section 4-2 of article 4 of said charter is hereby amended by inserting after the word “charter” the following words:- or by by-law.
SECTION 3. Section 7-5 of article 7 of said charter is hereby amended by striking out subsection (f) and inserting in place thereof the following subsection:-
(f) Local newspaper - The words “local newspaper” shall mean a newspaper of general circulation in the town of Grafton and the official website of the town of Grafton.
SECTION 4. This act shall take effect upon its passage.
