RESOLVE PROVIDING FOR AN INVESTIGATION AND STUDY BY A SPECIAL COMMISSION RELATIVE TO THE FEASIBILITY OF HOSTING THE SUMMER OLYMPICS IN THE COMMONWEALTH.
Resolved, That a special commission is hereby established for the purpose of making an investigation and study relative to the feasibility of hosting the summer Olympics in 2024. The commission shall consist of 11 members: 2 persons to be appointed by the president of the senate, 1 person to be appointed by the minority leader of the senate, 2 persons to be appointed by the speaker of the house of representatives, 1 person to be appointed by the minority leader of the house of representatives, 3 persons to be appointed by the governor, 1 of whom shall be a member of the Boston 2024 Organizing Committee, Inc. and 1 of whom shall have experience in public safety or law enforcement and 2 persons to be appointed by the mayor of Boston.
The study shall include, but not be limited to, the prospects of working with other New England states and should seek input from local governments and organizations. The commission shall review all aspects of a prospective summer Olympics in the commonwealth, including, but not limited to, infrastructure, transportation, tourism, lodging, locations for events, costs, benefits and any other factors the commission deems relevant.
The commission may receive and expend grants, gifts, contributions, bequests and in-kind contributions, including volunteer services, from individuals, corporations or other business entities, foundations and state or other government bodies for the purpose of completing this study.
The commission shall submit its findings and recommendations, together with drafts of legislation necessary to carry out those recommendations, by filing the same with the clerks of the house of representatives and senate, the joint committee on tourism, arts and cultural development and the joint committee on economic development and emerging technologies on or before March 1, 2014. The commission shall submit a detailed accounting of the grants, gifts and financial contributions received by the commission and how those funds were used to the executive office for administration and finance and the house and senate committees on ways and means not later than March 1, 2014. The commission shall convene its first official meeting not later than November 15, 2013.Approved October 31, 2013.
